Turlakov Eugeny Grigorievich was born on 1st December 1936 in Pisarevka of the Klintsovsky region in the Bryansk area. The higher education. In 1967 has left the road technical school in Lvov; in 1973 – the Kiev Higher school of the Ministry of Internal Affairs of the USSR, permanently; 1978 – the university in Uzhgorod, historical faculty. 1955 - 1958 – service in operative forces of the Ministry of Internal Affairs of the USSR of Ukraine. 1961 – October 1987 service in the Ministry of Internal Affairs of Ukraine in the Zakarpatie area. 1961 - 1970 – service in GAI of the Department of Internal Affairs of the Zakarpatie area on different posts, since a State car inspector up to chief of branch of GAI. 1970 - 1973 – study in KVSH. 1973 - 1974 – a main inspector of a staff in the Department of Internal Affairs in the Zakarpatie area. March 1974 - March 1976 – a deputy chief of Uzhgorod ROVD on operative work. From March 1976 till October 1987 – chief UGAI the Ministry of Internal Affairs of Ukraine in the Zakarpatie area. Since 1989 - 2005 – Auto services of the Zakarpatie state administration. Since 1999 – a director of the Zakarpatie regional fund on safety of traffic.

Since 2002 is a member of the Ukrainian Registered Cossacks, a commander of the Cossacks district UPO URC, known public figure, a general-colonel of URC.
