Kashin Oleg Borisovich was born on 6th August 1967 in Khartsizsk of Donetsk region in family of employees. In 1974 has gone to the first class of eight-year school №4 in Khartsizsk. Simultaneously studied in musical school on a class of wind instruments in Khartsizsk. After leaving of the school was matriculated at the musical school in Dzershinsk which has left in 1987 on a class of wind instrument and percussion instruments, and has been directed for a work in children's musical school in Khartsizsk on a post of a teacher of game on wind instruments.

In 1987 has been called in lines of SА. After the ending of urgent service has returned on a former place of work.

In 2002 was directed for a work at the city Community center in Khartsizsk on a post of director.

In 2002 has been elected by deputy of IV convocation of the city council of Khartsizsk.

In 2005 has left of his own accord from a post of director of a recreation center and has entered in Open Society "Simur" on a post of a manager of cultural-sports center.

In 2006 has left of his accord. The same year has been elected by a member of the regional selective commission on elections of deputies of regional council of the V convocation where will consist on the present time.

He is married, has two children.
