Dovbnya Evgeny Ivanovich was born on 2nd January 1948 in Odessa.

In 1970 graduated the Odessa Medical Institute. Till 1977 served in ranks of the Soviet Army on a post of a chief of medical service.

Since 1977 worked as a surgeon in clinics of Odessa and Moscow, including on posts of a governor of the surgical branch, a main surgeon in Odessa.

Author of more than 140 printed works and three inventions.

Has four children.

Since 2002 is a member of Ukrainian Public Organization “the Ukrainian Registered Cossacks”.

Since 2004 is a director of the Odessa Scientific Research Institute of examination.
