Dobryansky Igor Anatolievich was born on 3rd May 1955. Higher education. In 1989 was ready with the postgraduate study of the Scientific research institute of the common problems of education of NPA of the USSR. In 1992 – doctoral studies of NPA of Ukraine.

Dobryansky I.A. is the founder of the first higher not state educational institution in region. Under his command the faculty of the Kirovograd institute of regional management and economy is generated, own material base is created, branches of institute in Alexandria and Pervomaysk are based.

The author of 145 scientific works, including textbooks and monographs.

Scientific and pedagogical and public work of Dobryansky I.A. was marked by the Certificate of honour of the Ministry of Education of Ukraine, “the Honours pupil of education of Ukraine”, the Certificate of honour of the city council and executive committee in Kirovograd, the Certificate of honour of the regional state administration and regional council in Kirovograd.

In 2001 was elected by a chairman of the regional organization of the Society "Knowledge" of Ukraine in Kirovograd.

President of the Institute of regional administration and economy in Kirovograd, a deputy of regional council in Kirovograd of the V convocation, the Honored worker of education of Ukraine.

Since 2005 Dobryansky I.A. is a head (ataman) of Kirovograd regional Cossack organization All-Ukrainian public organization “the Ukrainian Registered Cossacks”, a general-lieutenant of URC.
